Yes, you need Rock Climb for Delta Fatty. Head to Orion's gym (he called you already) and complete a certain quest to get Hiker Boots. After that explore to your heart's content~

Please do the PikaTaxi quest, talk to the PikaTaxi guy about the quest then go buy the second piece in the Black Market. The reward is necessary in order to get a couple of deltas. I've been telling you about this for like a week now

All the Deltas in Holon (unless it's a trade) are linked behind some form of puzzle or exploration method. Delta Dratini is at Holon Lake, yes.
Also, if you do plan on coming back to this game for the fun of it, be sure to catch every Delta and legendary you come across, as there's only one of each in the game, unless you trade another player for them.
I know you hate Regirock and maybe its delta form too, but at least catch it, as there is a unique place to access when you complete the Pokedex entirely.

Also, Holon is just basically a region to catch a bunch of deltas(including an extra delta if you complete the Pokedex) also, if you want to be able to rock climb, then go to the Perfection Base and do whatever you have to there

You need rock climb to catch the delta dratini, unfortunately. To get rock climb: go back to Suntouched City, talk to Orion in his gym, then head back to the Perfection Base in Helios city and watch the scene there. The quest continues from there but you don't have to necessarily do it then, you can hop right on back to Holon and catch the dratini.

Inside of the Holon Undercave you can find an area to the northwest which requires using Rock Climb to reach the dive area on top of the rock. Diving into this area, resurfacing at the end of the cavern, and then following the new cave to the end allows you to encounter Delta Dratini.

D.Fatty is in the place where you dived. He's in the diving area next to the rock climb. You gotta get the hiking boots 1st. For that you must do Taen's quest (the guy that is always by orion's side). Just go to their base and you get it straight away i suppose.

The curse continues. No matter what you do, you are doomed to meet a regirock in every Pokemon play through. Randomised or not.
Go back to Suntouched City and talk to Orion.
Talk to Orion and head to Perfection Base in Helios City. (You can enter it from Jade Tower I believe).
Beat a green haired guy after a cutscene and he will give you the Hiking Boots, which is Rock Climb.
(This is part of a larger quest for later, but to help with D. Fatty continue on.)
Go on back to Holon, go to the Lake, and go to where the Regis were fighting.
That area with the rock climb into the dive is the area you want.
Go up that Rock Climb, dive down, and follow a path. Resurface.
Follow the cave to the end.

PS: You can't fly in Holon. Only soar like in ORAS. William Peng posted a good comment about how to get it awhile ago. Essentially, upgrade Pikataxi, then go.

The statue at the grasslands can be moved at a spot to block a pokemon from running away there is a button that summons it but the statue blocks it.

That place you saw where you climb up and dive thats where you get Delta draitini and rock climb is where you go to orions gym (the first one) talk to him go to perfection base in black market and then you get rock climb

Go back to the pyramid you'll find a Delta Riolu and a Delta Torchic.

Noticing your team lacks electric coverage. Delta Riolu and further on delta mega lucario can pretty much just own as its a dark ground type. While delta blaziken is psychic flying.
Every zone in Holon has some delta's in it: you have to find them (or look in the wiki)
You should play pokemon reborn, its not finished yet but there is a lot of content already. There are currently 17 gyms in the game , its still missing the final gym and the elite 4 tho they will be added eventualy. The game is really hard, mostly because there is a lvl cap for pokemon that increases with every gym badge, the story is really dark and it is affected by the choices you make. Shinys have been recolored and are way more common than they are normaly. The is also an insane amount of side quests. So yea 10/10 game you should play it

Can i recommend you trying to get the Delta Beldum (Ruin) and evolve it into a metagross and give it a crystal piece and you can get a special Mega Evolution... I dont know how to get the Delta Beldum or if the Mega Evolution works
Do the Pika Taxi quest, someone has already told you I bet. After that you will unlock something new. Explore a lot with that;. New secret areas, deltas and the hardest fight in the game are unlocked. Also Mega Stones the Pokedex completion thing. A lot of stuff

To get rock climb, you have to go back to torren and do a tad bit of the Orion quest line.
Technically it's not the Orion quest, it's referred to as something else just to not spoil it I wont say.
Last episode we only had the little montage at the end, but here we have one before the intro.

I believe to get Delta Dragonite you need to fish with the super rod. It was kind of rare 1 percent chance or something but I'm not sure so take this with a grain of salt.

BTW primal giratina is immune to, *takes long breath* normal, fighting, poison, ground, ghost, electric, psychic, and dragon... but it's okay because it's weak to rock... and nothing else
The only way to fly around Holon is by Emolga Taxi. For that you gotta Help the Pikataxi Guy find His lost pieces but you already have 1 Out of the 2. The other one is in The black market
