Yes, it is possible with regular (2-part epoxy) resin! It would take a few hours longer, but simply allow the ruffle to cure to the soft but "bendy" stage, then apply it to the cabochon with a good glue, such as E6000. This should be available in any hobby store or on Amazon and eBay. The glue holds well at about 5 minutes, so you would have to be patient while waiting for it to dry. Apply it with a toothpick, and very sparingly.
