One thing you can do to save time is stain it after you screw the wood pieces together, but before you screw the rack rails in. This will allow you to stain the inside and outside in one go. The wood doesn't really need to be stained on the little strips where 2 boards touch each other because no one will ever see those areas, and the underside of the bottom board will also never be seen, so it really doesn't need to be stained either. (The exception would be if you are going to wall mount the rack higher off the ground. In that case the underside of the bottom board will be visible so you'd want to stain it in that case.) This way you can do all the staining in one shot, so you don't have stain part of it, wait an hour, then flip it and stain another part, then wait another hour. Just stain once, wait an hour, and its done.
