To each his own but that tiny bit of meat would cost you big time if caught and yes DFW does check on the water and at the docks. You lose your license to fish in California water for a year and incur a fine as well as probation report for being a poacher!!! Simply stupid for a short ling. Since you could afford the rental I doubt you needed the fish as emergency food so there is really no excuse for this.
Also dangling a ling cod over the side of the boat is a sure fire way to ring the dinner bell for a hungry white shark and there is plenty of them in the 8-10 ft range which cruise theses waters looking for someone foolish enough to hang a fish over the boat. These Juvenile white sharks showed up in 2014 and have returned each year and there is a bunch of them at least 20 individual whites if not more. You will notice a black helicopter buzzing over your heads 3 times day, thats a shark expert hired to watch the coast for sharks and his presence indicates there is sharks near by. Use the blue bucket provided for fish

Nice catch. Just an Fyi Legal size for the lingcod is 22" so your good.
