Went through the same thing. Retraced my steps, found i hadn't collected #6. All 25 are in this video, just go to each spot and you'll know what you've missed. If it isn't registered as collected it should reset to its location if you reload, even if for some reason it bugged out.

I got all of them working on building it, I got the materials there and they don’t do anything
So I went how you did it but before I even saw your guide I found 2 I got everything you shown still says I’m short 1 so I have no clue
