The serious punch2 destroyed a non quantifiable number of stars making it multi solar system to Galaxy and Saitama got stronger in that fight and can still do. While super perfect Cell stated that he would destroy the solar system a nebula of innumerable stars having the same feat tier as Saitama. In speed there is a problem since monster Garou is faster than Dragon ball characters with superior AP so if the diference in AP and speed between monster and cosmic Garou then Saitama gets speed, but in OPM there are characters specialized in some stats like speed for example flashy flash who is close in speed with monster Garou. On the other hand dragon ball characters are the same double the power double the speed. With irrelevant exceptions like burtta who was still much slower Goku with double the power level. So I think Cell should have more speed In the end I think Saitama wins since he could be just as fast if not more and he can grow mid fight so mid-high diff. Nah Saitama is not defeating Cell, Cell has DNA of Frost Demons (Frieza), Namekians, Saiyans, Humans and so on hence he has instant regeneration, zenkai boost and INSANE amounts of potential (Far surpassing potential of Frieza who was literally born with 530,000-150,000,000 power level which far exceeds Saitama who theoritically was A class level with no training) not to mention, Perfect Cell's scaling is very close to Saitama's they are both able to destroy multiple solar systems and potentially a galaxy so it's basically two characters with nearly same physical stats EXCEPT cell has way more hax, abilities and potential. Not to mention, even if we say Saitama exceeds him in raw power Cell will get a Zenkai boost everytime he takes a decent amount of damage which is what makes Saiyans constantly able to power up when they survive from near death situations except that Cell can keep repeating that factor due to his regeneration.

cell can blow up a galaxy containing innumerable amounts of stars with one kamehameha. Translate that to a OPM galaxy( a normal galaxy lol) and cell is basically universal, beating Saitama easily.
