The rules probably say that it's an indirect free kick but I think the punishment should fit the stupidity of the fans infringement. Going back to the beach ball thing, what's to stop loads of people bringing them to a game and throwing them all onto the pitch at once if they know that any goal which is scored after hitting one of them won't count
re Chelsea-Tottenham: As a lower-level ref (of 15 years), when you see a game going bad like this, you can always call the captains/coaches and tell them that you WILL abandon the game if they don't stop this nonsense. It usually works and the game can start again.... Unfortunately in a professional game, you have no such option, the game HAS to be played.... So if the players continue this nonsense, the game goes to s**t on you and THERE IS NO AMOUNT OF CARDS that will change anything.
