Madam, when I buy already paid tax. Only difference increase in value should be taxed. If difference decrease am I getting return tax?... With this I support not to implement capital gain tax...

If value of gold depreciates, its a Capital Loss - which you may offset against certain gains and/or carry forward to future years to setoff.
