Most definitively the best Chaplin impersonator of them all. He really looks and moves like the original. However I find his performance to be rougher, more aggressive, less kind than Chaplin's. He's a bit like the very early Chaplin where the Tramp character wasn't fully fleshed out yet and where he mainly acted as a wild rascal.

Charlie chaplin a intenté des procès et en a gagné et perdus. Billy west a eu grace a ces yeux il a dit billy west est celui qui m emmite me mieux. Donc dans ce ptit court métrage ce n est pas chaplin mais l acteur billy west et ce qui est étonnant le grand et fort moustachu est oliver hardy. Qui deviendra une vedette avec l acteur stan laurel . Oui le duo le plus célèbre du monde laurel et hardy.

I've known about Billy West for many years, but never saw an entire short he made. Wow, did Chaplin ever sue him? He wasn't merely riffing on The Little Tramp, he flat out copied the character. Thanks for sharing this historical short.

Beside the impersonation of Chaplin's Tramp character, Billy West has no impact, far as I know.
He looks in real life a little like Chaplin in real life, so it's easy for him to do the tramp perfectly.
hard to sue. it has been shown in a few chaplin docs that he didnt really originate the tramp character...just perfected it
Chaplin himself saw the Billy West company filming on a Hollywood street once, and told West, "You're a damned good imitator."

He is not the original Charlie Chaplin. This is an actor who looks like him, imitating Charlie Chaplin. At first, I thought he was Charlie Chaplin, even if there was a slight difference in features upon checking.
You are right , j have noted a little difference, terrific.
And the fact that the title cards at the beginning clearly state Billy West as the star of this film probably helped to distinguish him from Chaplin.
