milibase isn't too unbalanced. It's very inconsistent and just SUCKS in early-game and is too weak to be used as a late-game DPS. It's a sub-dps, mid-game and crowd control tower which imo makes it pretty balanced. A little cost efficiency nerf wouldn't hurt the tower though.
@ "inconsistent" have you tried staggering spawns by 7 seconds so that there's always a vehicle on the field? "too weak for lategame dps" 750 dmg 12 explosion radius airstrikes with NO damage falloff, 1500 hp tanks that can shoot. on a medium legth map that is bound to do at least a quarter of the fallen king's health. mind you, in a solo run, it's 5 out of 40 towers you can place. military base is BRAINDEAD BROKEN. trivializes pretty much everything. jesters, breakers, early game of almost any form... you see it pretty much everywhere and it's for a reason!

I say this because making one mistake in your game can greatly affect milibase's performance (forgetting CTA on deadly waves, etc) Single-target DPS can be used for a lot of situations in this game, and because of that, single-target DPS is the META in TDS. Airstrikes aren't good single-target and have a pretty long cooldown so can't be considered as DPS. Oh and that last part? I think you're forgetting something. Fallen king appears alongside lots and lots of enemies, especially in fallen mode. If you're talking about wave 40, milibase is cooked. But against just ONE enemy? I think that's expected.
This is why molten needs to be harder, have lead enemies (or just completely rework lead because it doesn't make sense) and more enemies with abilities. Two towers shouldn't be possible. It should be 3 at the BARE MINIMUM, but 4 would be ideal.
All you need is u turn map, military base and militant/soldier

@ it can deal with any difficulty early game and hc, also has pretty decent for late game + airstrike ability
