I recommend the SHF Ultraman Rising figure at Best Buy, it's $35. Comes only with Ultraman and some extra hands, very simple but you can't beat the price and quality!
This is a great budget line. I picked up the Ultraman Rising version a couple days ago and have been playing with him on my desk non-stop. They used to have a budget release of the standard SH Figuarts Ultraman that was just $5 more than these budget figures, it was like a "Best of" special wave that also included Naruto and a couple other hot sellers.

This figure is certainly worth its price, but I still believe Shinkocchou Seihou is the definitive Ultraman figure
