Just like some people are naturally larger, some are skinnier. She's talked about trying to put on weight before, and I think she eats decently, from what I can gather (granted, I don't actually know her, so IDK for real). I bet life on the road doesn't help her either. Case in point, I know a girl who purposely buys chocolate with the MOST calories, eats 2 sandwiches for lunch, etc., yet still weighs less than 90 lbs. Anyway, Hayley looks healthy to me. We shouldn't fat- or skinny -shame.
