Actually IPS are SP rank, they are not low rank police, low ranking police have different exam and different training. There are one SP Officer in a district. So they are not normal police officer they are well qualified. Whole Police stations are under SP Officer's Control in a district.

These are not those police that common people interact regularly, except few, they are IPS, only found in thier spacious chambers protected by number of armed personnel, red beacon cars, they are busy doing what political boses dictates them rather than serving to common people, there might be some exceptions to it.
What is the use of such academies when Police in India is not independent but works under the bootstrap of politicians?
