Hi Doona42, it may be that you are covering the seed?? The seeds need light to germinate so just leave them on the surface of our seed compost. We also sell the plants from our herb nursery www.barerootbotanicals.ie Here in Ireland we grow and harvest them over one season. So we sow in early February and harvest the root in October or just after first frost. We have grown them outside (we are on the north west coast) but get a better yield when grown in a polytunnel or glass house.
