If a state gets 90% votes for democrats then they're not submitting their votes for Republicans and vise versa. The issue is bigger more populated states get more electoral votes. So if Tennessee votes republican and has 6 electoral votes and California votes democrat and has 13 electoral votes it gets lopsided. So if 26 states vote republican they can still lose to 24 democrat states if those states are bigger and more populated. (That makes people think the popular vote doesn't matter.)
