It costs money for a vet. I suspect that animal welfare isn't a huge issue in this country. The money just isn't available. With no TNR programme the problem of suffering kittens will not go away - and may get worse.

@@reaperwithsorrow4559 Does he? I know he used to have a lot of cats however I don't think I've seen a video of the cats he was feeding in his home for years.
