Installing Python, virtual envs, GDAL, NumPy, SciPy, netCDF4, and pandas on Windows

We will install Python, a wrapper for virtual environments, make a virtual environment called cwatm, and install GDAL, NumPy, SciPy, netCDF4, and pandas.
