The winner of last year’s $1.765 billion Powerball Jackpot, the second highest-ever, was revealed by California Lottery officials Friday.

I don't believe that's a rule in California. You have up to a year to claim the jackpot and you can elect the lump sum when you claim. You have 60 days after the lottery verifies the claim.
