Figures. The actual crime doesn't seem to be relevant when deciding whether to shoot or not. What if the Kung Fu guy was being arrested for an unpaid traffic ticket? He's in handcuffs, it's 2 against 1, perhaps they could try a non-lethal option first? I know it's a joke, but people really are shot in the back by cops all the time, for not stopping when told to stop, period. Excuses like "Well, I didn't know if he was dangerous or not." So, he could shoot anyone by that logic.
Sorry to rant, but it's bad here in Texas, where the governor responds to the mass shooting of children by making it legal for anyone to openly carry a gun. And they do. Grocery shopping, taking kids to dance class, whatever, it's High Noon all day. Crazy shit.

american police get a whole 6 months training, most have never heard of the constitution.
You could do a series of the short "Cold Opens" which are short filmed pieces with themes like Mad Max (probably the best), Breaking Bad, Sons of Anarchy, and more. Also short but good is "Ricky Gervais and Conan Take a Bubble Bath".
