@Yumi The Maltese *Here in the USA we do not have such a thing as a doggie passport, at least domestically speaking, although I do believe that many US domestic airlines make you fill out a form online with various information such as license tag info, vaccination for rabies info, ect.* Those two little fellas are so happy, and curious, I can only imagine what is going on in his mind as he looks out the window at 30,000 feet up!* Also it depends on which airline as to whether or not you can remove the dog from the carrying bag in flight, it really is dependent on how the dog behaves and whether or not other passengers are OK with this or not.
It is NEVER okay to let a dog out of carrier in flight! Especially not on the seats, VERY unsanitary for the next passengers to sit there. If you insist on flying with dogs, respect fellow passengers by respecting the rules!

I don't ever recall ANY pets being allowed in the aircraft cabins all the way though the mid 1990s in the USA, all of them were required to be transported in the cargo compartment in a jet-pet cage.
