Can the government be held to the standards of duty to the people of the Country/State/Municipality? For example, the Zone absconded with by people in Seattle Wa, causing the death of two children, and harm to businesses? Or the Americans that are left behind in Kabul? I know this may be a stretch but I am not a law student I just love learning. And of course, this would be hypothetical. Thank you
