This may be decent with Jhin since he loves a support that can cut the enemy healthbar in half so he can begin dealing his %missing health damage. The rest of Milio build is as good as ever with him. The main problem is that Milio Q is too hard to land during the neutral game. And yes, only the "damaging the champion" items proc Miliio's passive. Sad part about his buff.
Milio with full AP does good dmg , like even just buffing his team mates so they burn does a lot of damage unless it got nerfed lol… and his R is pretty good in team fights against CC
