Most likely first required and invented for California due to their extremes when it comes to emissions controls. Probably leads to more spills and emissions. What you did is what we do here in California. It's illegal, but we'll take our chances.
I would be interested to hear how the quality holds up for you. I bought this same amzon kit 2 months before you and mine is starting to deteriorate. The vents just split under the gasket and the flex nozzles are cracking at the creases. This is definately a necessary design, if only it wasn't cheap Chinese plastic
