For the earlier gen its the former, the auditions don't inform those who apply what roles they could act as though if I remember correctly, they are allowed to submit designs. For Advent (and probably DEVIS), it seems to be a mix of both. They have characters in mind already, but it seems that they were willing to adjust more of the designs to match with the suggestions of the girls compared to way past groups.

Kiara explained before that (at least for Myth) the characters, models and lore already existed when the audition started and Hololive was picking the people they thought would best fit those characters. The applicants of course don't know about the existence of those already created characters, because Hololive wouldn't want anything to be leaked before the debuts and before they have the picked applicants sign their contracts (I think that's why Mano Aloe was terminated). For the JP girls it was the same, because some of them stated that they auditioned several times and were rejected each time before they were finally accepted. So the rejections can't be based on Hololive thinking they were not good enough in general or they would never accept them. In reality, the rejections were based on them not matching the characters that already existed, so they had to try several times before they got lucky. Lui said she failed four times, Bijou only succeeded on her third try. Both Kiara and Calli said that they would've actually preferred to play each other's characters, but Hololive assigned them differently. Kiara only did the whole red panda thing because she wanted to show how she would and that she can play a certain character, but she had to come up with an idea herself.
