I was stopped at a traffic light once, and a person in a car across from me threw some trash out of their window. A police officer, turning left past their car, saw it happen and stopped next to the car. And while the police officer stopped all the traffic, he had the person get out of his car and pick it up. I think the humiliation for the crime was payment enough.
In all my years I've never threw, or thought of throwing out my trash out the window, always in a garbage can somewhere. That's just disgusting, not even lazy. Just disgusting
During my 16 years working the road, I wrote plenty of these summonses. Most for tossing cigarettes. Some for big items like a family sized Burger King bag full of stuff.
