For example, all the facing, thread chasing would be unnoticed unless something went wrong but you do it anyway, because you want perfection.

In this case they are facing and reaming the head tube. This is to make sure that there is a perfectly even surface when installing the headset. You can do this on both new and used frames since even new frames sometimes suffer from slight manufacturing imperfections that might affect the seating of the cups into to the head tube. This procedure in the video is then followed by thread chasing the bottom bracket to make sure that the threads are crisp and precise for BB installation. Most shops and mechanics will not perform these unless they run into an issue during installation of headset and BB, but from watching BL videos it seems that they do this proactively on all their builds which is probably the best practice but an easy place to cut corners since this work is "invisible". I think these kinds of details separate craftspeople from laborers. There is a great Japanese word that described this, mono-zukuri.
