Yes, it is true. You have to arrange some money to support yourself for one month atleast. Then they will Pay you the scholarship once you opened your bank account in the country where you are going to study. For my case, I started from France. So it's true.

As far I remember, the limit is to apply in maximum three programs. I am not sure if recently they chage this limit. I would say just check some other programs requirements and see what they are saying about it. If they say three maximum or don't say say about it. Then apply in most relevant three programs. Just check the program website and admission requirements if they accept an engineering degree for admission ,you can apply otherwise no. You will not have exactly the same program name your masters degree and it will always in integration of other disciplines. Also, for IELTS, you have to check the program website for language requirements but as far as I know all the programs need English language proficiency. Well, time is limited. You should apply without attestation and send them an email that you are following the attestation process and it take time. Yes for this particular year. But if you search the program website there they will show the available scholarships, if you don't see Erasmus Mundus Scholarship there, it means it is not being given for this year.

Yes it is possible, he or she can come to EU as a dependent on you and can search out the work. But one thing I want to mention here, on this scholarship you have to change the country for each semester and it will be really difficult to move with your spouse. It's like every six months you start from beginning in a new country.

No you don't need to apply at 4 different universities, just apply on the program website, it will be an online application form , just that. Regarding the translation of your degrees, usually they require in English, but if the require in other language just translate it for the coordinator university where you will spend your first semester. Yes mention about your professional experience as well. You can use same letter as far as they are not specifying the program name. Upload the certificate if possible or just upload your TOEFL exam registration and tell them that you will send the original score once you have the final result.

Does one need to be stationed in Europe already to be eligible to apply for Erasmus Mundus or one can be in any part of the world? This is because as you mentioned, one needs to produce the residential proof from the local municipal office for the application.
Mainly after selection or sometimes it is specifically written in the application process that attested documents at the time of application. So you have check the requirements from the program website in which you want to apply.

No, it is only for masters studies. I will say continue your undergraduate studies in pakistan and meanwhile also work on skills and after bachelor's there are many scholarships available and I am sure you will win one if you work hard during your undergraduate.

It depends on program to program , you have to check the program website in which you want to apply and check the language requirements.
