Hi..Thank you ☺️ Apple is made with red coloured fondant. I brushed it with some yellow & white gel colours, here & there, to get that effect.

It's not made with flour.. it's made with fondant, which is used to make these kind of toppers/elements for cake decoration. It's also used for covering the cake.
