If the clay is in lump form it has small base hence the gravitational force will exceed the upthrust and caly will sink , but if we'll mold it in a boat shape its base will increase hence upward force will have larger area to act on and hence clay will float..(PS:-I'm a medical student but still has this concept in my mind)
