It means you do not have enough "Fullbring Points." You need a total of 420 points in order to unlock the fight. The 3 ways to get points are completing timegates, which is a pvp arena that spawns every hour for 20 minutes, where winning a timegate gives you 75 points, and losing gives you 25. You can also farm storm vastocars in hueco mundo during storm events, which will give you 10 points per storm vastocar killed as long as you deal at least 60% of the damage. The final way to get these points is to do raid bosses like Aizen and Ulquiorra in Karakura, where each 1% of damage you deal to the boss gives you 1 point, meaning dealing 100% damage for example will give you 100 points. Hope this helps.
