Exactly every Indian wants to serve the nation but country donot put any effort to keep those talents so brain drain is happening for a long time.
Honestly even if government wanted them also it can't stop brain drain.
U can't create a top tier infrastructure or cities in one day like USA or Europe.
Bitter truth is India don't have that potential of becoming next Germany or USA simply because of too big population and divided society.
At best we can have more metro cities which could imitate Singapore or California. But then again be prepared for it another side effect of degeneracy and all the stuff considered taboo here.
And even after that India won't become them. People will still go out, as people from even the most prosperous and developed nations go USA or some other country.
