Under USCF rules, the flag is considered down only when it is claimed by the opponent. Checkmate immediately ends the game. USCF Senior TD.
You need to tell us who won I guess
USFC rules states that "mate" is the end of the game, but I believe the rules here suggest that the King must be taken for the game to end.
For example... if i place you in check I do not have to call check. So if you miss my check and put me in check mate, then I technically have one more move and I can win the game by capturing your King first.

@@Auxius. I don’t know what happened since I wasn’t there (I am in Indiana). I’m just giving the rule for the official there to determine. To my eye, the mate happened before any claim was made by the opponent. If that is, in fact, what happened, then the mate stands.
@@SINQUEFIELD83 you are basically correct except that instead of taking the King, a player may stop both clocks and simply claim the win. Of course, taking the king is also permitted.

Crazy ending! There were so many pieces involved I got completely lost. How do they think this fast?
As far as I know regarding blitz / bullet, your opponent have to call the flag, for example by saying "flag" or "time", if he / she did that first BEFORE you checkmated him / her, you lost anyway.
Mate on the board always takes precedence over a fallen flag. No brainer.

Jeff didn't call it a flag, Nathan wins by the rules.
Jeff did call the flag, he finger pointed to the clock. Nathan had both pieces in his hand when time ran out, but was the rook on the intended square? No, was still on the original square when the zeros come up. Although did the grab capture move first, which is typical to indicate the intent. No idea what the rules actually say here.

In my opinion, he timed out just before he could checkmate.
If either player noticed the clock running out before the rook hit the square then Jeff wins, otherwise Nathan wins.
Mate has to be played before the clock hits triple zeros, but I'll give Nate the win even though Jeff missed the repetition draw.
