Where in the marketing campaign process would you position a design brief in relation to the campaign brief or would these documents be served together?
Ideally, you would have someone in DesignOps included in the briefing of the campaign. Then once the campaign details have been ironed out and approved, DesignOps would oversee the design brief with those involved. So the short answer would be after as long as DesignOps is involved from the beginning.
