Most 737 don't have nose wheel steering tiller installed on the F/O side as most if not all 737 operator, prohibit their F/O to taxi the aircraft on the ground. Captain will always be the one who taxi the aircraft on the ground. When it's F/O turn to fly the aircraft, captain will hand over the control to F/O after he lined up the aircraft on the runway. Upon landing, just like what's happening in this video, upon the speed fall below 60 kts, the captain will callout the speed and taking over the control to taxi the aircraft back to the gate.
