avrdude: ser_open(): can't open device "\\.\COM4": Access is denied | Arduino IDE Solved the Problem

I was talking about my experience in solving this problem: avrdude: ser_open(): can't open device "\\.\COM4": Access is denied
Whenever I work on a project that requires using some of the USB to TTL converter modules, I always have the same problem.
The first time when I uploaded the code to the microcontroller with a preinstalled bootloader on it, it went without any problem, but after that, I had problems uploading the same code again.
I have tried installing and closing some programs that work in the background on my computer, reinstalling and updating the module's driver, restarting the computer multiple times, and so on, and so on...
I couldn't reproduce the problem when I tried working on a development board with an integrated USB to TTL converter, so for me it just happens when I try to do it with these modules, I showed in the video.
I also was searching on the internet and discovered that the same problem has many other people, so I thought about filming this short video.
