The train is still within inside the immigration terminal to terminal or outside of immigration area?
Now only one skytrain car is given to public passengers, two skytrain cars are given to transit passengers. For T2 - T3.

For the simple reason that the sky train do not have the capacity to carry the huge volume of passenger heading to the jewel.
