Technically, he killed both of the twins. If he didn't crush one with his car, that twin could have walked away scot free. Since the twin couldn't escape because of his crushed legs, it gave Mike the chance to get the finishing blow on him.

Drama is not about what WE would do in the same situation; it's about what the CHARACTER does in a situation.
