no, tan as kid and grow up to be fair is a common thing in Asia. Also this is possible just make up. I'm super tan as a kid but I'm fair skin now and no whitening cosmetic or treatment was used. Simply I stay indoor most of the time in daytime, wear sunscreen and cover from head to toes when I need to go out, include exfoliate in my skincare routine
