Budapest is as good as it gets for English speakers in this country of ours, it's still not good but it sounds like you got a bit unlucky in your encounters, the national average is pretty dreadful but generally most people below the age of 40 know some English at least. Due to the Soviet occupation schools only taught Russian as a secondary up until the 90s so that's most of the older generations gone right away, then afterwards education has always been rather bad due to it being underfunded, good speakers generally leave for Western countries so there are less speakers at home and language learning isn't as English centric as it is elsewhere. English is the most popular choice but German is a close second due to the close proximity to Germany. This is why Hungary is behind most European countries when it comes fluency in English.
Yes, you are right about me being a bit unlucky in my encounters but it is mostly because I do not live in Budapest, I live in Eger. Despite this language barrier, I found the people extremely nice and helpful whenever I reached out to them. Due to the warm people and beautiful vibe of this small city, your country feels like home to me❤

I am PhD doctor living in Europe Prague, I travelled to Budapest its just a good city, and their people can speak English but little, Yeh Hungary very cheap country it is fact.
Budapest is very different from other cities in Hungary. You can find English-speaking people in Budapest but extremely rare to find some in other cities, and yes Budapest is good.
