It's assigned by Gameloft themselves so that other novice players can't replicate the club icon, secondly, also to symbolise how good the players are in the game.
Now nothing new remains to offer by gameloft the new cars which are being added are total waste n useless. Instead gameloft should try to give some special events for the older cars for free otherwise the game would be dead for p2w players
