    When you build a structure from an encounter card, why does the structure have to be placed on the same space as the encounter? What happens if there is already a structure there?

      The rules state that all benefits from an encounter go on the encounter space. "Benefit Location", page 24 of the rule book. There can only be one structure on a hex, so if there is already one there you cannot select that encounter option. (Or more precisely, you can select it, but you can't take that part of the benefit.)

    what if the player has already built all their structures and only takes the coins? Does that still trigger bonuses for the other players?

      Yes. The taking of the bottom row action is what triggers the recruit bonus. What benefits the player chose to take from that action is not relevant.
