You should say structurally complete but not the whole airport by itself . Coz the interior and other important facilities its still not installed its still look like abandoned bus assembly factory. What LIPAD is waiting for.

It copied some in mactan airport, plus just wait they are not finished, just wait for the airport rail link then i dont care about design as long as having a good transportation like the pnr clark
