- HUD's Office of Community Planning and Development is offering a series of webinars to explain and explore how to conduct an environmental review. The purpose is to improve projects by making the environmental review requirements easier to understand and comply with.
This webinar, held in September 2012, reviews the overall philosophy, history and purpose of the National Environmental Policy Act (NEPA), which is the basis for HUD's Part 58 regulations. The course includes a basic overview of the Council on Environmental Quality (CEQ) regulations, including levels of review and NEPA case law and their influence on HUD's NEPA process.

Have there been significant updates?
Rachel Carson's book was definitely an eye opener. However, the science in the book was quite flawed. It substituted sensationalism for fact. Certainly we as human beings need to use pesticides wisely, but it is important to rely on science and facts over emotion.
