This is very helpful for Foreign residents. As it's not really the language barrier but the documents when it comes to banking, along with the hospital and government services.
There is not really a big need for this, i mean the teller will just say, '' oh this is only for Taiwanese'' or '' Sorry you are a foreigner, no credit cards, no loans, no mortgage without a Taiwanese co signer''. So it will only be Day to day English in the banking sector...

English is being taught to all Taiwanese students from year 1 begining only in 2015 so by 2030, all school leavers will be bilingual.
I want to open an account but I can't speak Chinese well so this is great news
