You can use a general rule of thumb to calculate elastic between 25%-40%. You need to subtract between 25-40% of what you want the finished area to measure, from elastic. Percentage varies based on the stretchability of elastic and its width also. If elastic is narrow then take smaller 25%. It it is wider then 40%. E.g. If you have a length size of 40" and its width is narrow not too wide, 25% of 40" equals to 10". Subtract 10" from 40", you need a 30" length of elastic. I hope this helps.
