  • Remarks by NATO Secretary General Jens Stoltenberg and the General Manager of the NATO Support and Procurement Agency, Stacy Cummings at the signing ceremony for a major new investment in artillery ammunition, 23 January 2024.
    On Tuesday (23 January 2024), Secretary General Jens Stoltenberg and General Manager of the NATO Support and Procurement Agency (NSPA) Stacy Cummings concluded contracts for the purchase of around 220,000 155-millimetre artillery shells worth 1.2 billion US dollars.
    🗣 | NATO Secretary General:
    So good morning. I am pleased to be here today with the General Manager of the NATO Support and Procurement Agency, Stacy Cummings - welcome to you.
    The NSPA enables NATO Allies to acquire, operate, and maintain critical capabilities for our security. So Stacy, thank you for the critical work that you and the Agency do.
    We have just concluded contracts worth 1.2 billion US dollars to buy hundreds of thousands of rounds of 155-millimetre artillery ammunition.
    This demonstrates that NATO’s tried and tested structure for joint procurement is delivering.
    Russia’s war in Ukraine has become a battle for ammunition so it is important that Allies refill their own stocks, as we continue to support Ukraine.
    The NATO Support and Procurement Agency enables Allies to pull together and pool their resources. To give them the weapons and ammunition we need to keep our countries safe.
    Since we agreed NATO’s Defence Production Action Plan last July, the NSPA has agreed contracts worth around 10 billion US dollars.
    This includes around 4 billion dollars for howitzer shells, tank ammunition, anti-tank guided missiles and 155-millimetre ammunition, together with 5.5 billion dollars for Patriot interceptor missiles.
    This is a significant boost for our transatlantic defence industry, helping us to meet our own security needs while continuing to provide vital support for Ukraine.
    Today I will chair a meeting of the North Atlantic Council, focused on how we can further step up our industrial production. And NATO Defence Ministers will address this again when they meet next month.
    This week will also see the start of Exercise Steadfast Defender - the largest NATO exercise in decades with approximately 90,000 forces from all 31 Allies and Sweden.
    This Article 5 exercise is a clear demonstration of our transatlantic unity and strength and our determination to continue to do whatever is necessary to protect and defend each other. That includes making sure we have the right forces, capabilities and ammunition.
    So I welcome Allies’ commitment to make major new investments. Again, I want to thank Stacy and the NATO Support and Procurement Agency for everything they do to make this possible.

    Artillery production needs to boost at least 5 times more, while Russia increased the production 7 times higher than the pre-war production.

    Not a minute too soon. Maybe a few minutes late, but what we really need is to come up with better drone stopping weapons. Warfare changed in a heartbeat and we must adapt or die.

    A small first step but way to little. We need to get serious! 200,000 shell will not even last 1 month and it will take more than a year to produce them.

      True, 200k shells is two months of fighting on harsh ammo saving mode currently in Ukraine...

      The US alone could build 1 million shells per year with ease and without much extra investment. Just need to put in the order to defense companies. No one is going to build artillery shell factories if they don’t think the military will buy a lot of them over the long term
      We produce about 160 F-35’s per year, we can very easily produce millions of artillery shells if orders were actually made for them

      Nato doctrine lean on airpower. It will take time to expand production of artillery shells in accordance with Ukrainian doctrine. We should've made everything to expand production 2 years ago but the response has been slow like you write. Many of the investments will only be noticeable at the end of the decade.

    Canada needs to get serious about our commitment to NATO and invest in our readiness as well as help with production of arms needed to defend NATO and supply Ukraine.

    This is good news and should only be the beginning. NATO has a responsibility to protect not only all the countries that make up NATO, but also Ukraine. The threat from Russian aggression cannot, and should not, be underestimated. NATO must support Ukraine no matter what the cost. Russia must not be allowed to use Ukraine as a stepping stone or launchpad for further incursion into European countries. Put simply; Ukraine MUST prevail.

    Step in the right direction. I think NATO countries must do more though and double efforts before it's too late. The BBC covering the possibility of a citizen call up to the armed forces in the UK was probably a shock to some today.

    This is very good but long overdue news. Also, those US senators who are playing politics by delaying aide to Ukraine should remember how much money is going to the US Arms industry and how many American jobs are on the line should the US turn its back on its Ukrainian and NATO allies. If the US cannot be relied upon then we will have to go our own way and look towards South Korea, Japan as well as other NATO countries for weapons systems and ammunition supplies.

    things happen very slowly in the union, this is a big minus, it should be more flexible and decisions should be made adequately and quickly

      Big organizations are always slow to react by its nature. NATO can't make important decisions on security or defence matters on the hoof - it has to consult all its members and some members, for whatever selfish reasons, drag their feet. Just look at what Turkiye/Hungary did regarding Sweden's membership and Hungary's blocking additional EU aid for Ukraine.

    155 is already ramped up 5x at US production plants. Russians will feel some heat soon enough.

    From 1914 to 1918, Germany and Austria-Hungary produced up to 680 million shells and the industries of the Allies France, Britain, Russia (to October 1917), Italy, the U.S. and Canada, produced up to 790 million shells (the statistics vary greatly). The U.S. produced between 30 million and 50 million of these shells..... Now the deindustrialized West famously announces a contract for 220 thousand shells, LOL. We are winning🙂

    I have a keen interest in WWII history, and am glad to see Western Allies are taking appropriate actions to prevent that history from repeating itself. Thank you for your sound leadership SG Stoltenberg and to all NATO countries for taking a stand against tyranny.

    how many 155 did NATO built last year? right less than 300K,while Russia in 2023 produced roughly 2 million 152mm and 122mm artillery shells

      NATO does not "build" any artillery. Its members pool their resources to procure artillery, interceptor missiles, air defence systems and other advanced weapons systems to continuously replenish stocks for its armed forces. USA alone have a stockpile of 155mm artillery projectiles containing 402 million submunitions. It is adding approximately 1.6 - 1.7 million additional shells each year and ramping up further production. They have already sent 2 million rounds of artillery to Ukraine and there will be more coming regardless of internal politics. Other NATO members are also ramping up their arms production too. While Russia is ramping up their arms production as well, it can't produce enough to sustain the war - they are having to rely on their freinds in China and North Korea.

    This is one of the last times we will be spending money on expensive outdated delivery systems. The invasion of Ukraine by Putin’s armies has shown that the next generation delivery system of choice is the drones of different types, especially the smaller inexpensive drones capable of carrying a grenade and either slam into the enemy’s armored vehicles or detonate in close proximity of enemy combatants.

      Drones will remain highly relevant, but not totally take over. It is way harder to intercept a 155mm grenade than it is to jam or shoot down a FPV drone. Once the protection systems have matured and been adopted there will be bubbles that can pretty much not be penetrated by drones. And those bubbles will move together with what needs to be protected. All three, drones, defense against drones, and artillery will be highly important in the future. I guess this is the first time hobbyists cry the end of the artillery instead of the end of the tanks -- while experts shake heads in frustration.

      70-80% of demage done to Russian forces was thanks to old T--72 tanks and other less talked about systems, like Stugna-P anti armour launchers, Rpg's non guided ammo fired from howtizers, that is precise thanks to drones, planes, spotters given coordinates and mines. Loatering munitions and male drones and FPV toys are nice for propaganda videos, but they work more on morale than actual outcomes of battles.
      So sure, they are more and more important parts of war puzzle but what you wrote is just laughable, there will always be tanks, howtizers, ifv's and other very heavy and expensive weaponary as main body of any army.
