The dust tornado is for it’s secondary effect in Geminis. Your able to end phase hit a back row then safely set ultimate offering to protect it from other dust tornados, wing blast, raigeki breaks and set msts on your turn. That’s just the thought process whether or not you agree
In the gemini list, the dust tornado helps play around heavy by letting you set offering end phase and also set the cards you draw off of gemini spark or legacy of yata. Only downside is mained decree and I don't see that too often.
Maybe the Legacy of Yata's help pop cards with Icarus Attack, since you can target your set Legacy and chain it when the other player has 1 card on the board without negging too much? 2 for 1 conditional removal isn't good, but it's an option that Blackwings can setup pretty easily.
I would say that, here in Italy, synchro cat got 2nd place in a national edison tournament (lost in final against vayu). Cesar isn't the only one who got it with synchro cat
I would have yeeted those Sakuretsu out of the deck an replaced them with a single Gold Sarc, a Necroface/Gren Maju and/or Cyber Valley. Would have also sided some DD Dynamites
