I there no way to auto enable them when user downloads the template from our application??? ....i am a developer i have developed macros based template but after Downloading template macros are not getting auto enabled.

The only reason I can imagine this might happen is that there is some code in the file you opened that makes this happen.
It is not showing option as well as developer tab what should I do
You might have things pinned down by your system administrator. Check that first.
How to enable it if macros are disabled?
You should be able to use this technique to enable them. If you are in a corporate office sometimes the system admin switches the options off though....you'd have to request access in this case.
