She is able to get more than 1 ki blast before j.2h. The 4th ki blast puts the opponent too high for it to connect but in my testing she can connect up to 3 before the opponent becomes too high.
She has really good corner lock down and high/lows. A good Kefla can be just as oppressive as an SSJ4 Gogeta. I think this was good for her. Not broken, but still good for anyone willing to put time into learning her.
