Good thing I got to you in time and yes they should have made it clear in the begining. So you must have a (referral balance) of at least $15 and an (Ads/watch balance) of at least $65. It makes sense now as to why some got paid and some didn't. You just have to make sure you hit the $15 referral mark everytime.

Hi, I think (just my opinion) you got it wrong. the green box is how much money you already generated including the ones that you already withdraw (accumulation), while the blue one is the one that is counted by website, the actual balance. so your target should be the blue box, not the green box.
